Dr. Walter Rosado is a seasoned instructor, management consultant, and U.S. Army veteran whose career bridges leadership in high-stakes military operations with executive-level consulting in the tech sector. He currently serves as a Graduate and Transfer Programs Advisor and Instructor of Management at The Citadel, The Military College of South Carolina.
Dr. Rosado brings a practitioner-scholar perspective to the classroom, drawing on a robust career in organizational change management, business operations, and enterprise technology implementation. He holds a Ph.D. in Instructional Management and Leadership from Robert Morris University, where his research focused on overcoming organizational resistance to change, examining psycho-emotional, monetary, and compliance-based barriers during major software rollouts.
As a Senior Business Management Consultant and Transformation Lead at Highmark Inc., he led multimillion-dollar projects focused on strategic change and digital transformation. Earlier, at Carnegie Mellon University, he held key roles in Finance, Human Resources, and Technology Shared Services. Notably, he supported the selection, implementation, and post-deployment optimization of Workday HCM- a $36+ million global system deployment- while also teaching executive education and graduate-level coursework.
Dr. Rosado’s military background as a decorated officer and combat veteran has shaped his leadership philosophy and operational approach. His honors include the Infantry Order of Saint Maurice, the Army Combat Action Badge, and multiple commendations recognizing leadership under pressure. He has served in the U.S. Army, Army National Guard, and State Guard.
A recognized People Operations Leader and thought partner in educational innovation, Dr. Rosado has authored work on change leadership in tech-driven environments. He is passionate about preparing students to lead in dynamic, data-driven business ecosystems and applies real-world consulting experience to guide the next generation of business leaders.
