What is the SC Read to Succeed Law?
The goal of the South Carolina Read to Succeed Act (R2S) is to ensure that every educator at every grade level in every school and subject area is committed and able to support reading development of the South Carolina students they serve. This legislation requires in-service teachers to take either one (R2S Literacy Requirement) or four (R2S Literacy Teacher Endorsement) additional classes focused on literacy, depending on your area of specialization (see below for specifics).

What is the R2S Literacy Teacher Endorsement?
A four-course sequence, which must be added onto your initial certification, per SCDOE (Act 114 of 2024):
- EDUC 588: Foundations in Literacy Education
- EDUC 592: Teaching Language and Literacy across the Content Areas
- EDUC 608: Literacy in the Earliest Years: Phonemic Awareness, Phonics, Fluency, Handwriting, and Orthography
- EDUC 591: Practicum in Literacy Assessment

What is the R2S Requirement?
A one-course sequence, which can be added onto your initial certification, per SCDOE:
- EDUC 592: Teaching Language and Literacy across the Content Areas
Who can take these courses?
All certified teachers in the following areas:
- Middle and high school teachers
- Career and technology teachers
- Administrators
- Library media specialists
- School psychologists
- Speech therapists/pathologists
- Guidance counselors (elementary and secondary)
How do I apply?
To take the courses for R2S Literacy Teacher endorsement or for the R2S Requirement, apply as a non-degree seeking student through the Citadel Graduate College and supply an official transcript reflecting highest degree conferred from a regionally accredited college or university.
To take courses for the Graduate Certificate in Literacy Education, apply to the certificate program through the Citadel Graduate College. Supply an official transcript reflecting highest degree conferred from a regionally accredited college or university and a valid teaching certificate issued by South Carolina or another state.
To take courses for the Master of Education in Literacy Education, apply to the master’s program through the Citadel Graduate College. Supply an official transcript reflecting highest degree conferred from a regionally accredited college or university and a valid teaching certificate issued by South Carolina or another state.
