Patrick J. Weninger
Orbis International
Pat Weninger is a business executive and senior intelligence & national security leader with expertise in investigative due diligence, foreign partner engagement, and venture-backed
business operations. Highly skilled in building and managing networks in high-risk areas,
implementing technology programs, and managing multi-million-dollar operational
budgets, Pat leverages his decades-long career across the CIA, military, and private sector
to drive performance and results.
Private Sector. Pat is currently the Executive Vice President of the International Division at
Orbis International, a DC-based firm that provides OSINT-driven technology, solutions,
consulting, and training to national security and business clients worldwide. Pat is also the
President of GNI Consulting, LLC, a veteran-owned strategic advisory company focused on
providing training and investigative due diligence services in the national security and
geopolitical arenas. Previously, he was a founding member and the Chief Operations
Officer (COO) of Presage Security Inc. and subsequently served as the Chief Executive
Officer (CEO) of Chess Solutions, a subsidiary of Presage Security. In these roles, he led
and managed a venture-backed start-up and U.S. government solutions provider that
developed innovative technology to detect and assess manipulated media.
Central Intelligence Agency. A Senior Intelligence Service Case Officer and Senior
Executive with more than 20 years in the CIA’s Directorate of Operations (DO), Pat served
as the Acting Associate Deputy Director of Operations for Tradecraft and Technology,
leading clandestine operations, tradecraft, and sensitive technical programs in one of the
most senior positions in the DO. With assignments in multiple warzones, he served as the
Chief of Station in various theaters of operations, directing intelligence activities and
programs related to counterterrorism, Russia, China, and cyber operations. Pat also led the
CIA’s global program against Russia, and he managed multi-million-dollar budgets for
offices working to address the nation’s most challenging adversaries and issues.
U.S. Military. Before joining the CIA, Pat served eight years as a career intelligence officer
in the United States Air Force. During his time in uniform, Pat served in multiple domestic
and foreign assignments to support counterterrorism, counternarcotics, and force
protection operations. He held key positions at the Joint Special Operations Command
(JSOC), Air Force Special Operations Command (AFSOC), and U.S. Southern Command
(SOUTHCOM) in Panama.
Thought Leadership. Pat is an expert writer and contributor to The Cipher Brief, an online
national security platform, where he writes on the threat of misinformation from our
adversaries, generative AI, and election integrity. He also serves on the Advisory Council of
the School of Public and International Affairs at North Carolina State University.
Additional Background. Pat holds a Bachelor of Arts in Political Science from N.C. State
University. A native of North Carolina, he currently resides in McLean, Virginia, and is the
father of three daughters
