ABOUT DR. KEENEY
Dr. Michael Stewart Keeney was appointed Budget Director (MAJ, SCM) for The Citadel on August 1, 2018.
Prior to this appointment to the Budget Office, he was Associate Athletic Director for Budget and Finance at The Citadel (serving since July 2017) after having been advisor to the Vice President for Business and Finance at The Citadel for Athletic Finance matters (since January 2017). While in Athletics, Keeney formulated and executed a $13.5M budget and developed its first ever five-year budget estimates. While in Athletics, Keeney also served as the interim administrator over the External Operations team (communications, marketing and promotions, ticket operations/outbound sales, and corporate sales and sponsorship (December 2017-August 2018).
Keeney began his career in public service as a legislative auditor for the Joint Committee on Government and Finance in the West Virginia Legislature where he contributed to and supervised the completion of more than twenty program evaluations of state agencies with the intent of improving executive branch programs through changes to legislation/policy and oftentimes detecting waste, fraud, and abuse of state resources (2004-08). He later pursued and earned a Doctor of Philosophy in Public Administration and Public Affairs from the Center for Public Administration & Policy at Virginia Tech (2008-12). His dissertation titled: The Effects of State Constitutional Design of Gubernatorial and Legislative Authority in State Budget Policy includes analysis of budget outcomes across twenty-seven states over an eleven-year period of time. Keeney also holds a B.A. in Political Science (magna cum laude) from Marshall University (2004) and a Master of Public Administration (M.P.A.) from West Virginia University (2006).
Upon completion of his Ph.D. Keeney was appointed Presidential Management Fellow (PMF '12) with the U.S. Federal Government where he served as a Budget Analyst for the CFOs at the Federal Transit Administration and U.S. Department of Veterans Affairs (2012-2015). At both the Bureau and Cabinet-level agencies, he contributed to the budget formulation and execution oversight of multi-million and multi-billion-dollar capital construction accounts. He later returned to Virginia Tech as a Postdoctoral Associate (Special Research Faculty) in the Office of Senior Fellow for Resource Development within the Office of the President. There, he supervised a research team of three graduate students. His applied research focused on the development of regional economic development policy for the Roanoke and New River Valleys and across the Commonwealth of Virginia as it pertained to the then-governor's GO Virginia policy initiative (2015-16).
Dr. Keeney has taught public policy and political science at both the graduate and undergraduate levels at Virginia Tech, The Citadel, and College of Charleston. He is enthusiastic about the enrichment of young people’s lives in the classroom, through military program, and through intercollegiate athletics. He supports the institutional commitment to helping all cadets transcend the individual on their path to becoming principled leaders. Keeney is the recent recipient of the Charleston CFO's Rising Star Award for the category of Large Firms.
Keeney is married to Dr. Kate Preston Keeney, Assistant Professor of Arts Management at the College of Charleston. They reside on The Citadel campus with their daughter Jane, son John, and Labrador Retriever Bea.
