Ch. 31 – Veteran Readiness and Employment (VR&E)
Title 38, U.S. Code, Chapter 31 authorizes the benefit program. The program, formerly called Vocational Rehabilitation and Employment, is now known as Veteran Readiness and Employment (VR&E). The program assists qualified Veterans with service-connected disabilities and an employment handicap to transition and to prepare for, find, and maintain a job. Chapter 31 offers services to help veterans live as independently as possible.
You may qualify for Ch. 31 Veteran Readiness and Employment benefits if you:
- Received an other than dishonorable discharge.
- Have a service-connected disability rated at least 20 percent disabling by the Department of Veterans Affairs.
- Need vocational rehabilitation to overcome an employment handicap.

Application Requirements
- You should apply online with the VA.
- You meet with your VA Vocational Rehab counselor after approval for VR&E. One of you must submit a VA form 22-1905 to the VA Certifying Official at The Citadel. You cannot attend classes without a VA Form 22-1905.
- VA Enrollment Certification Request once you have registered for all classes you plan to attend.
Benefit Guidelines
- Benefits cover tuition, mandatory fees, books, certain supplies and parking for a period of time determined by a VA counselor in the Veteran Readiness and Employment Program. The VA Vocational Rehabilitation counselor notifies The Citadel if the authorized enrollment period is extended.
- The Citadel directly receives tuition, parking and book payments. Only The Citadel’s Veteran Student Success Center may issue book/supply vouchers.
- You may also receive a monthly stipend. Current payment rates are on the VA’s website.
