Post 9/11- Transfer Of Entitlement (TOE)
Service members have the option to transfer unused benefits under the Post-9/11 GI Bill® to their children or spouse. Qualified dependents may be eligible for receiving funds for tuition, housing, books, and other supplies. The Department of Veterans Affairs does NOT determine eligibility. Only the Department of Defense (DOD) determines if a service member is eligible to transfer benefits under the Post-9/11 GI Bill®. Some of these requirements include completing at least 6 years of service, agreeing to add 4 more years, and having enrolled in the Defense Enrollment Eligibility Reporting System (DEERS). There are also some conditions that apply to family members wanting to use transferred benefits. View the VA’s website for more information regarding TOE.
Applying for TOE is a two-step process:
- The service member must transfer benefits through the DOD transfer website or the eBenefits portal.
- Once approved, the family member will then apply for the transferred benefit. Approved family members should complete VA Form 22-1990E through the VA’s website. VA Form 22-1990E should be completed and submitted by the family member after DOD has approved the transfer request.
