Carl Jensen

Carl Jensen serves as Professor and Head of the Department of Intelligence and Security Studies at The Citadel. He is a 1978 graduate of the U. S. Naval Academy and served in the Navy from 1978 until 1983, first aboard the nuclear fleet ballistic missile submarine USS George Washington Carver and then as an aide to the Commander of Submarine Group Five. He subsequently enjoyed a 22-year career in the Federal Bureau of Investigation, where he served as a field agent in the Atlanta, San Francisco, and Cleveland field offices; a Forensic Examiner/Cryptanalyst in the FBI Laboratory; and a Supervisory Special Agent in the Behavioral Science Unit (BSU). As a member of the BSU, Dr. Jensen taught law enforcement officers about violent serial offenders and the linking together of serial crimes through behavioral analysis. He was also the lead instructor for the FBI National Academy’s terrorism course for several years. While in the FBI, Dr. Jensen founded the Futures Working Group (FWG), a collaboration between the FBI and the Society of Police Futurists International. Today, the FWG includes members from law enforcement and many prominent universities; it continues to publish books, articles, and white papers that have been well received throughout the world.

Upon his retirement from the FBI in 2006, Dr. Jensen joined the RAND Corporation as a Senior Behavioral Scientist. In 2007, he joined the Legal Studies faculty at the University of Mississippi while retaining adjunct status at RAND. In 2008, he started the University’s Center for Intelligence and Security Studies (CISS), writing its entire curriculum and teaching in every course. Under his leadership as Director, the CISS garnered an international reputation; in 2012 it was designated as an Intelligence Community (IC) Center for Academic Excellence and in 2014, its Intelligence and Security Studies minor became the first program in the world to receive certification from the International Association for Intelligence Education. In 2012, Dr. Jensen was also promoted to Associate Professor (tenured). He also served as a consultant to various police departments and law enforcement agencies, including the Mississippi Cold Case Unit.

Dr. Jensen’s current research interests include novel and effective approaches to counterterrorism, individual and group dynamics as they relate to extremists and criminals, behavioral analysis and serial offenders, innovative and evidence-based approaches to analytics, the practical application of criminal justice research, and applied intelligence and futures research. In addition to his undergraduate degree, Dr. Jensen holds a Master of Arts degree from Kent State University and a Doctor of Philosophy degree from the University of Maryland. He was a 2004 recipient of the University of Virginia’s Jefferson Award, given for excellence in research; a 2008 recipient of the Thomas A. Crowe Outstanding Faculty Award at the University of Mississippi; the 2012 winner of the International Association for Intelligence Education’s Outstanding Instructor Award; and a 2013 recipient of the Access Award, given by the University of Mississippi’s Office of Student Disability Services. He was awarded the Magnolia Medal in 2015 for his service with the Mississippi State Guard.

Dr. Jensen has authored and co-authored over 70 books, articles, book chapters and reviews which have been accepted in such publications as theJournal of the Institute of Justice & International Studies, the International Journal of Intelligence and Counterintelligence, the International Association of Law Enforcement Intelligence Analysts’ Journal, the Journal of Intelligence and AnalysisHomeland Security ReviewForensic Science International, the Law Enforcement Bulletin, the International Journal of Offender Therapy and Comparative Criminology, and the American Behavioral Scientist.
