{"id":20,"date":"2022-10-05T09:04:57","date_gmt":"2022-10-05T13:04:57","guid":{"rendered":"https:\/\/www.citadel.edu\/budget\/?page_id=20"},"modified":"2026-03-03T14:33:57","modified_gmt":"2026-03-03T19:33:57","slug":"budget-process-and-timeline","status":"publish","type":"page","link":"https:\/\/www.citadel.edu\/budget\/budget-process-and-timeline\/","title":{"rendered":"Budget Process and Timeline"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\" id=\"h-the-citadel-budget-guidance-memo\"><strong>The Citadel Budget Guidance Memo<\/strong><\/h2>\n\n\n\n<p><strong>The following budget guidance shall be in effect for Fiscal Year 2026 (FY26) until the updated memo is published for FY27.<\/strong><\/p>\n\n\n\n<p>Please distribute to all Budget Authority Heads and Resource Advisors (see list at end of document) in your organization and have them disseminate to all departments under their control.&nbsp; For purposes of this document, \u201cdepartment\u201d can refer to an academic department (such as Chemistry) or an administrative department (such as Title IX).&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The annual budget request process&nbsp;serves as&nbsp;an&nbsp;opportunity&nbsp;to request&nbsp;budget&nbsp;changes for the Education and General (E&amp;G) Fund. This includes requests for&nbsp;additional&nbsp;funds and&nbsp;for&nbsp;reprogramming of funds (e.g., movement from travel to&nbsp;operating). See item #11&nbsp;for tentative milestones&nbsp;for formulation&nbsp;of next year\u2019s (FY27) budget.&nbsp;&nbsp;\n<ul class=\"wp-block-list\">\n<li>Departments should communicate budget requests to their Budget Authority Resource Advisor (see item # 12).<\/li>\n\n\n\n<li>Resource Advisors will use the Banner Budget Development Tool to officially request budgets.<\/li>\n\n\n\n<li>Budgets will be reviewed by Vice Presidents.<\/li>\n\n\n\n<li>The Budget Office and the Vice President for Finance and Business will vet and approve any requested budget adjustments as well as present changes to the Fiscal Review Board.<\/li>\n\n\n\n<li>No budgets are final until approved by the Board of Visitors.<\/li>\n\n\n\n<li>Budgets are subject to change based on senior management decisions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Set Up and Monitoring of Budgets\n<ul class=\"wp-block-list\">\n<li>E&amp;G&nbsp;operating&nbsp;budgets&nbsp;(which&nbsp;include&nbsp;accounts&nbsp;like&nbsp;Supplies&nbsp;&amp;&nbsp;Services,&nbsp;Travel, etc.)&nbsp;are&nbsp;only&nbsp;set at the \u201cAccount Pool\u201d.&nbsp;Account Pools are account numbers with only four&nbsp;digits&nbsp;(e.g.&nbsp;7100, 7500, 7600).&nbsp;&nbsp;Departments can set Non-E&amp;G&nbsp;operating&nbsp;budgets at the more granular \u201cAccount\u201d level (6 digit&nbsp;number) at their discretion.&nbsp;&nbsp;<\/li>\n\n\n\n<li>E&amp;G labor budgets are automatically set at the granular account level, based off position funding in Banner.&nbsp;&nbsp;&nbsp;<\/li>\n\n\n\n<li>Please&nbsp;ensure&nbsp;operating&nbsp;Account&nbsp;Pool&nbsp;budgets&nbsp;in E&amp;G indexes&nbsp;are&nbsp;sufficient&nbsp;before&nbsp;submitting&nbsp;requisitions&nbsp;and&nbsp;direct pays; this will ensure efficient processing.&nbsp;<\/li>\n\n\n\n<li>Please ensure cash positions in Non-E&amp;G&nbsp;indexes&nbsp;are&nbsp;sufficient&nbsp;before&nbsp;submitting&nbsp;requisitions&nbsp;and&nbsp;direct pays; this will ensure efficient processing.&nbsp;<\/li>\n\n\n\n<li>The NSF queue will&nbsp;NOT&nbsp;automatically stop departments&nbsp;from charging to an&nbsp;index if&nbsp;the account pool&nbsp;doesn\u2019t&nbsp;have the correct budget.&nbsp;<\/li>\n\n\n\n<li>Departments&nbsp;are responsible for&nbsp;checking if an index has enough cash on hand before&nbsp;posting&nbsp;any charges to an index.&nbsp;&nbsp;&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Budget Transfers from Travel (7300) to Other Account Pools\n<ul class=\"wp-block-list\">\n<li>Formal budget transfers midyear are generally not permitted; such requests should be set during the budget development process.<\/li>\n\n\n\n<li>Budget Authorities can use up to 20% of unspent travel funds for other operating expenses.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>Transfers from Labor Accounts to Operating Accounts (or vice versa)\n<ul class=\"wp-block-list\">\n<li>These transfers are generally not permitted; operating budgets have been set based on prior execution or recently approved additional budget for the new fiscal year.<\/li>\n\n\n\n<li>Budget Authorities should not count on using unspent labor funds for other operating expenses.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list\">\n<li>The Budget Office will hold Budget Authority Reviews three times a year, in August, November and April.\n<ul class=\"wp-block-list\">\n<li>Budget Authorities&nbsp;(through their Resource Advisors)&nbsp;are responsible for&nbsp;monitoring&nbsp;E&amp;G and Non-E&amp;G&nbsp;activity using either Banner or the Budget Execution Module&nbsp;and&nbsp;are responsible for&nbsp;overcommitments.&nbsp;<\/li>\n\n\n\n<li>Resource Advisors should report any concerns to the Budget Office and their supervisors.<\/li>\n\n\n\n<li>Budget Authorities&nbsp;are responsible for&nbsp;ensuring that temporary labor expenses stay within budget. This includes all temporary&nbsp;pays, salaried&nbsp;temps, hourly&nbsp;temps, student&nbsp;temps, graduate assistants, phone&nbsp;stipends&nbsp;and car stipends.&nbsp;&nbsp;&nbsp;<\/li>\n\n\n\n<li>Resource Advisors should&nbsp;visit&nbsp;<a href=\"https:\/\/www.citadel.edu\/budget\/temporary-positions\/\">https:\/\/www.citadel.edu\/budget\/temporary-positions\/<\/a>&nbsp;regularly&nbsp;to monitor temporary labor expenses.&nbsp; This report is&nbsp;maintained&nbsp;by the Budget Office&nbsp;and updated&nbsp;regularly.&nbsp;&nbsp;The report&nbsp;tracks each department\u2019s temporary labor spending and highlights in red any overspending.&nbsp;&nbsp;If overspending occurs, it is the&nbsp;Resource Advisor\u2019s&nbsp;responsibility to get in touch&nbsp;with the Budget Office to resolve&nbsp;the identified overspending.&nbsp;&nbsp;&nbsp;<\/li>\n\n\n\n<li>Resource Advisors should work closely with timekeepers to ensure employees are not clocking too many hours.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Some transactions&nbsp;lend themselves to&nbsp;require extra monitoring&nbsp;by departments:&nbsp;&nbsp;&nbsp;\n<ul class=\"wp-block-list\">\n<li>Direct&nbsp;electronic uploads&nbsp;(\u201cFuploads\u201d)&nbsp;of charges to indexes for services performed by Facilities&nbsp;&amp;&nbsp;Engineering&nbsp;(e.g., non-scheduled\/non-routine office painting) and equipment ordered by Information&nbsp;Technology&nbsp;Services&nbsp;at a unit\u2019s request (e.g., a laptop computer). Units&nbsp;are responsible for&nbsp;ensuring that sufficient budget\/cash is in place prior to planning with Facilities&nbsp;&amp;&nbsp;Engineering&nbsp;and Information&nbsp;Technology&nbsp;Services&nbsp;(ITS).&nbsp;&nbsp;Acceptance of a work order or equipment request is not sufficient&nbsp;for budget\/cash&nbsp;checking.&nbsp;<\/li>\n\n\n\n<li>Purchase Card (P-Card) transactions:&nbsp;prior&nbsp;to making a purchase using your assigned P-Card, you must ensure that your intended source of funding has a sufficient budget\/cash&nbsp;to support the purchase.&nbsp;Any questions related to the P-Card should be directed to Procurement Services (<a href=\"mailto:procurement@citadel.edu\" target=\"_blank\" rel=\"noreferrer noopener\">procurement@citadel.edu<\/a>).&nbsp;&nbsp;<\/li>\n\n\n\n<li>Budget Authorities are responsible for overcommitments.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Unfunded Requirements (UFRs) are contractual obligations or unplanned emergency expenses within a unit that have no source of funding.\n<ul class=\"wp-block-list\">\n<li>UFRs are the exception and not the norm. UFRs will be reviewed by the Fiscal Review Board on an as-needed basis and placed upon the Fiscal Review Board agenda through request to the Provost.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>When evaluating your budget please keep in mind that budgets are set with the intent that they will be fully executed.\n<ul class=\"wp-block-list\">\n<li>Fiscal stewardship is always encouraged.
