Thomas J. Elzey is The Citadel’s Executive Vice President for Finance, Administration and Operations. He is The Citadel’s senior, non-academic vice president, holding the rank of brigadier general in the South Carolina Militia.

Elzey serves as the college’s chief operations officer, supervising the vice presidents for facilities and engineering and external affairs in addition to campus financial officers and the directors of auxiliary enterprises, human resources, information technology, procurement, public safety, and governmental/community relations. Elzey also serves as the staff liaison to the Finance, Audit, and Trustees Committees of the Board of Visitors and to The Citadel Trust.

Elzey comes to The Citadel from Drexel University where he has served as senior vice president for finance, chief financial officer and treasurer. Drexel enrolls more than 20,000 students and has been ranked one of the best national doctoral universities by "U.S. News & World Report." Previous to Drexel, Elzey worked at Howard University, in the position of senior vice president and chief financial officer, where he oversaw all financial, treasury and auxiliary enterprise functions of the university and its hospital, as well as capital planning and projects implementation.

BG Elzey has also served as Deputy Executive Director for Finance for the Thrift Depositor Protection Oversight Board and the Resolution Trust Corporation in Washington, D.C.; Vice President at Perry Investments in Saratoga, Calif.; General Manager and Chief Executive Officer of the San Francisco Public Utilities Commission; first Deputy Budget Director and Budget Director in the Chicago Office of Budget Management; and Senior Policy/Program Analyst and Deputy Branch Chief/Senior Budget Examiner in the Office of Management and Budget (OMB) in the Executive Office of the President of the U.S. At the OMB, BG Elzey served as a representative on the White House Cabinet Council on Commerce and Trade Group for Minority Business Development and Small Business Policy.

BG Elzey earned his B.S. in economics from Bradley University and an M.S. in Public Management and Policy from Carnegie Mellon University. He held Series 7 and 63 securities licenses. His wife, Dr. Monedia K. Elzey, is a practicing psychotherapist, daughter Briana is an attorney in Philadelphia, and daughter Tommi holds an MBA from Drexel University.
