Dr. Richard A. Bilas is a former Commissioner with the California Public Utilities Commission (CPUC). He was appointed to the CPUC on January 1, 1997 by Governor Pete Wilson. He served as President of CPUC from February 1, 1998-March 31, 2000 and served as an industry consultant on water, energy and telecommunications matters. He currently serves as a member of the Technical Advisory Board of Eco Friendly Energy, a California based company.
Dr. Bilas is a visiting professor at The Citadel where he was named MBA Professor of the Year for 2008 and an adjunct professor at the College of Charleston where he was named Outstanding Adjunct Faculty Member for 2008. Dr. Bilas also serves on the Vestry of the Cathedral Church (Episcopal) of St. Luke and St. Paul in Charleston, SC.
