Donald L. Sparks, PhD

Dr. Donald Sparks is an Emeritus Professor of International Economics at the Citadel in Charleston, South Carolina. During his tenure, he was named outstanding MBA professor of the year three times. In spring 2018, Dr. Sparks serves as the Academic Program Director for the Citadel at Sea program (a semester-long sailing experience in the Caribbean and also in New England). He is a University Lecturer with the International Business and Law Program at the Management Center Innsbruck (MCI) in Innsbruck, Austria. Professor Sparks also is the Director of the Charleston Council for International Visitors.

He served for eleven years as a visiting professor with Stetson University's Summer Business Program, also in Innsbruck. Dr. Sparks was a Senior Consulting Associate for the Office of Economic Analysis, Bureau of Intelligence and Research (INR) in the U.S. Department of State from 2009-2016.

Before coming to the Citadel, Dr. Sparks served as a Staff Assistant to Senator Ernest F Hollings in Washington, DC and later as the Regional Economist for Africa in the Office of Economic Analysis in the US Department of State. He has received four Fulbright awards: the University of Maribor (Slovenia, 2005), University of Swaziland (1996-97 and 2003), and the African Union (Addis Ababa, 2013). During 2000-2001 he was Visiting Professor and Chairman of the Department of Economics at the American University in Cairo. Dr Sparks serves as a member of the review committee for the Fulbright Specialists Program, is president of the SC Chapter of the Fulbright Association and sits on the national board of directors of the Fulbright Association.

Dr. Sparks received his BA from the George Washington University and his MA and PhD from the School of Oriental and African Studies, University of London. He has co-authored two economic textbooks and numerous journal articles. Dr Sparks has lectured widely in sub-Saharan Africa, Europe and North America. His research interests are on monetary and trade integration in sub-Saharan Africa, public-private partnerships and economic development.

He and his wife, Katherine Saenger, live in Charleston, South Carolina and Seefeld in Tirol, Austria, and have two children and one grandson.
