VEHICLE TRAFFIC AND PARKING REGULATIONS

        1.    AUTHORITY:

                  The rules, regulation, procedures, and prohibitions governing vehicle traffic and parking on The Citadel campus and property owned, leased, or controlled by The Citadel are in accordance with the Code of Laws of the State of South Carolina, 1976, Sections 56-21-10 through 56-21-60.  The Vehicle Traffic and Parking Regulations of The Citadel further amplify and clarify the Traffic Regulations approved and published by the Legislative Council of the General Assembly of the State of South Carolina in Volume 3, Issue No. 7, of the South Carolina Register, dated 13 April 1979.  This regulation is in full consonance with a resolution adopted by The Citadel Board of Visitors on 15 July 1978, consisting of seven articles governing traffic, parking, and the registration of vehicles at The Citadel.  All Public Safety Officers of The Citadel are commissioned by the Governor of South Carolina under the supervision of the State Law Enforcement Division with full authority to enforce all State laws.

        2.    SCOPE:

                   This regulation applies to the drivers of all vehicles (public or private) who operate, desire to register, or park a motor vehicle or bicycle on the property of The Citadel.  This includes all streets, roads, alleyways, sidewalks, medians, walkways, parking spaces, parking areas, open grounds, driveways, playing fields, and parking lots on any part of The Citadel campus, The Citadel Beach House, The Faculty House, Johnson Hagood Stadium, or any other property owned, leased, rented by or otherwise under the jurisdiction of The Citadel.

        3.    ANNUAL PARKING PERMITS AND FEES:

NOTE:   

Additional vehicle permits may be purchased for half of the original price.  Parking and reserved parking fees for new employees will be, prorated on a monthly basis.  Vehicle permits are purchased and issued for any parking lot on The Citadel campus with the exception of cadet spaces or any space marked "Reserved"..  They will consist of fixed decals for Cadets, and hanging tags for the faculty, staff members and others.  A white number matching their decal identifies reserved cadet parking spaces.  Yellow numbers matching the hanging tags issued identify other reserved parking spaces.  Parking in a reserved space to include cadet spaces & lots will result in parking violation enforcement.  (See attached campus map depicting parking lots.)  Payment of parking fees may be made as a payroll deduction.

        4.    TRAFFIC AND PARKING ENFORCEMENT:

A.    All South Carolina State Laws, City of Charleston Traffic Codes, City of the Isle of Palms Ordinances, and Charleston County Ordinances pertaining to vehicle operation and parking apply, as appropriate, if not specifically addressed by this regulation.

B.    The City of Charleston Municipal Court, the Municipal Judge on the Isle of Palms, or State Magistrates shall have jurisdiction to hear, try, and determine violations of the uniform code traffic laws and criminal acts committed on Citadel property within their respective jurisdictions.

C.    The driver of any vehicle operated on the property of The Citadel must obey the lawful instructions of uniformed Public Safety Officers, Corps of Cadets Traffic Controllers, City Police Officers, State Troopers, and all other persons performing traffic control and parking functions under the direction and supervision of The Citadel Department of Public Safety.

D.    All posted signs, signals, and other traffic control devices must be obeyed, unless the driver of a vehicle is specifically directed to do otherwise by a Citadel Traffic Controller, Public Safety Officer, City Police Officer, County Sheriff Officer, or State Trooper.

E.    State of South Carolina Uniform Traffic Tickets (State Form S-438 Revised 10-88) are issued by Citadel Public Safety Officers for moving violations and other specific violations as authorized by State Law.

F.    The Citadel Department of Public Safety Parking Citations will be issued for parking violations.  Additionally, Delinquency Reports may be issued for cadet violations of registration, parking, and other vehicle-related incidents designated in the Blue Book Regulations for the South Carolina Corps of Cadets.  Violations for Parking Citations will be issued for:
 

1)  Parking Improperly
2)  Parking in a "No Parking" area
3)  Parking in a Loading Zone
4)  Blocking a sally port, sidewalk, or driveway
5)  Parking in a Reserved Lot or Reserved Space without authority of displaying an appropriate permit
6)  Parking in a Fire Lane or blocking access to a fire hydrant
7)  Failure to properly register a vehicle
8)  Parking overtime
9)  Parking in roadway, on a curb where prohibited, or on a yellow curb
10)  Failure to appropriately display a Parking Permit
NOTE:  Citadel Parking Citations may be appealed to Public Safety Officers within 10 days.  All parking fines will be $15.00.  However, unauthorized parking violations occurring in reserved faculty and staff spaces will result in a $30.00 fine. Five or more parking citations to the same violator will result in the vehicle being booted. Upon receipt of the 3rd parking citation received on an unregistered vehicle will result in that vehicle being booted.

G.    The Director of Public Safety has the authority to create signs, signals, markings, other traffic and parking control devices, and aids necessary to implement the requirements of this regulation.  In his absence this authority automatically transfers to the Deputy Director of the Department of Public Safety.  The senior Public Safety Officer on duty is authorized to take all necessary actions to control traffic and parking in the absence of the Department's Director and Deputy.

H.    The Citadel shall assume no responsibility for the care and /or protection of any automobile, trailer, bicycle, wagon, truck, tractor, or other vehicle (whether motorized or not) nor the contents thereof while the vehicle is operated or parked on Citadel property or on any other property for which The Citadel exercises control or interest.

I.    South Carolina State Register, Volume 3, Issue #7, Paragraph 26-10 prohibits privately owned motorcycles, motorbikes, mopeds and motor scooters from operating on The Citadel campus.  However, privately owned motorcycles are authorized to enter the Lesesne gate and turn right and park behind the Daniel Library adjacent to Public Safety vehicle parking as space allows.

J.    Vehicle traffic on campus is restricted during the hours of 2300 to 0700 hours (11:00 pm to 7:00 am) to campus residents, their bona fide guests, current Citadel faculty, staff, contractors, and delivery personnel having reason to be on campus.  Exceptions to this restriction may be authorized by the college administration in unique situations.

K.    All vehicle accidents occurring on campus will be immediately reported to The Citadel Department of Public Safety.  Public Safety Officers will be responsible for investigating all on-campus vehicle accidents.  Assistance will be requested by Public Safety from the State Highway Patrol Vehicle Accident Investigation Branch, if the situation warrants or if a Citadel Public Safety vehicle is involved. Vehicle accidents occurring on Citadel property located off campus will be reported to The Citadel Public Safety Officer on duty, who will determine which law enforcement agency has jurisdiction to investigate the accident.

L.    All vehicular traffic on campus must yield to pedestrians.  Pedestrians always have the right-of-way on The Citadel Campus.

M.    Prohibition Against Interference With Traffic Control:

1)    No person shall interfere with, engage in dispute with, or otherwise hinder a Public Safety Officer, City Police Officer, or other designated traffic controller on Citadel property in the performance of his or her duties.  Disputes will be directed to the Director of Public Safety only after the individual disputing the instructions and directions of the traffic controller has fully complied with those instructions and directions.  Under no circumstances shall the driver of a vehicle proceed, park, abandon, stop, or otherwise impede the flow of traffic against the specific instructions of
a designated traffic controller.  Such individuals may be arrested, barred from the campus, and/or subjected to administrative actions, as appropriate. In addition, their vehicles may be immediately towed and impounded at their own risk and expense.

2)    No person without lawful authority shall attempt to, or in fact alter, deface, break, knock down, or remove any official traffic control or parking device, barricade, traffic cone, barrier, sign, signal, police vehicle, or any inscription, shield, insignia, or device thereon, or any part thereof.  Persons deemed guilty of such actions shall be charged with a misdemeanor and be subject to arrest or administrative action.

N. Any vehicle receiving a fifth parking citation for any of the violations listed below will be considered an hibitual offender of The Citadel's Traffic and parking regulation. At the time of the issuance of the fifth parking citation a boot will be placed on a front or rear wheel. Signage to this effect will be placed prominently on a front and side or rear and side window of the vehicle corresponding with the side of the vehicle the boot was placed. For vehicles that are not registered on campus and receive a third parking citation the same actions will be taken in an effort to identify the owner. In eather case if the fines and fees are not paid within seventy-two hours (3 days) the vehicle is subject to be towed.

        5.    TRAFFIC AND PARKING RULES:

A.    The speed limit on The Citadel campus is 20 miles per hour unless posted lower.  Pacing patrol cars, radar, speed guns or lasers may be used to monitor speed limits.  Speed in the housing area is posted at 10 mph.

B.    All streets are two-way unless otherwise posted.

C.    Curb parking on Lee Avenue (between Lesesne Gate and the Infirmary) is prohibited except for the parking along the south end of the parade ground known as "P" Lot.

D.    Parking, standing, loading, or unloading on posted streets and yellow curbs is prohibited.

E.    Traffic and parking on streets in faculty/staff residential areas are limited to residents and their bona fide guests.  Students are not permitted to park in the faculty/staff residential area at any time unless specific prior arrangements have been coordinated with the Department of Public Safety.

F.    Parking in a lane of traffic, in the roadway, an alley, on a narrow street (two lanes with "no parking" signs), or in an aisle of a parking lot is not permitted.

G.    Vehicle parking and/or standing in front of the barracks on Jones Avenue is prohibited.

H.    During Evening Study Period (ESP) Sunday through Thursday evenings, Jones Avenue in front of the barracks will normally be closed to moving traffic.  Traffic may be allowed during special activities or athletic events at McAlister Field House or elsewhere on campus.  Entry to the campus is also normally restricted during ESP.

        6.    TOWING AND IMPOUNDMENT:

The Citadel Department of Public Safety may have a vehicle towed, impounded, and stored at the owner's risk and expense under the following conditions:

The vehicle is blocking a fire lane or sally port.
The vehicle is blocking a driveway, a properly parked vehicle, a service entry, a loading zone, or is otherwise creating a hazard in the opinion of the Public Safety Officer.
The vehicle is blocking a driveway, a properly parked vehicle, a service entry, a loading zone, or is otherwise creating a hazard in the opinion of the Public Safety Officer.
The vehicle is in a restricted parking area without displaying a valid permit for the area or parking space.
The vehicle is blocking a lane of traffic.
The vehicle is disabled and appears abandoned.
The vehicle appears inoperable (flat tires, engine partially dismantled, etc.) and has not been operated within the past 30 days.
The vehicle displays an expired license plate or inspection sticker and has not been moved within the past 30 days.
The operator refuses to move the vehicle when requested to do so by a traffic controller or Public Safety Officer in the performance of duty.
The vehicle is double parked to block another vehicle illegally in a reserved space.
The vehicle is unregistered / unidentified with 3 parking citations at any location on campus

7.    EMERGENCY AND CONTINGENCY POWERS:

                With the approval of the President of the College, the Director of Public Safety and, in his absence, the Deputy Director of Public Safety shall have the authority to make, promulgate, and enforce special and emergency traffic controls and regulations. This authority includes designating one-way traffic flow; requiring traffic to stop, slow, evacuate, or be diverted, establishing parking areas, no-parking areas, time limits for parking, and causing signs, signals, traffic cones, barricades, and other traffic control devices and personnel to be placed to govern and direct the flow of traffic.  Any person failing to obey any traffic regulation, device, sign, signal, marking, direction, or traffic controller shall be subject to citation or arrest, as appropriate.

  8.    PARKING AT THE CITADEL:

            A listing of the sizes, designations, and locations of Citadel parking lots is included as an Attachment to this regulation.  Uninvited parking on city streets in the vicinity of the Citadel by members of The Citadel faculty, staff, interagency offices, contractors, and student body is discouraged.  Neighborhood residents have the right to complain and, in some instances, can have illegally parked vehicles towed at the vehicle owner's expense and risk.  As noted below, off-campus parking is available at Johnson Hagood Stadium.  The Director of Public Safety is responsible for the administration of all matters associated with parking at The Citadel.

A.    Faculty/Staff/Interagency Employee Parking: (With a Valid Parking Decal)

1)    "Lettered" or "named" lots are located in the vicinity of academic, administrative, and service buildings on campus.  A letter or name is used to designate each of these lots.  Parking within the lots is available to vehicles displaying a permit for The Citadel campus..

2)    Generally, personnel park in lots and parking spaces based upon their workplace.  Reserved spaces will be offered to the Executive Staff, Deans, Department Heads and Directors, and be subject to paying a higher fee.  If a reserved parking space is not in use between 1700 hours (5:00 pm) & 0600 hours (6:00 am) it will be available to others authorized to use the parking area.

3)    Non-reserved parking on campus is based upon an individual's workplace.  The general parking fee authorizes an individual to park in any unreserved space in any lot on The Citadel campus.  If a space is not available for parking in an individual's assigned lot, overflow parking is available and authorized at Kovats Field.

4)    Residential parking is limited to spaces on the grounds of the individual quarters or specially designated spaces in the immediate vicinity of the quarters.

B.    Contractor parking is normally limited to the "lay-down area" for construction project contractors and subcontractors or in a specific lettered lot for the food service contractor.  Janitorial contractor parking on campus is limited to the senior supervisory personnel only and is located adjacent to the janitorial offices.

C.    Students:

1)    Cadet Spaces:

a)    Cadet spaces on campus are numbered and placed in lots designated for cadet parking only.  These spaces are located throughout the campus.

b)    Cadet spaces off campus are located in the Sophomore Field Parking Lot located on Fishburne Street, between Stoney Field and the Ashley River.  All Third Class members (sophomores) of the Corps of Cadets are assigned parking in this lot.

c)    Sophomore members of the Cadet Corps are not permitted to park on campus at any time.

2)    Day Students: Day Students may purchase a faculty/staff decal at a cost of $60.00 and park in faculty & staff lots closest to the academic building their class/classes will be held. Day students who choose not to register their vehicles have the choice to park on neighborhood streets adjacet to The Citadel.

3)    Evening Students: (With a Valid Parking Decal)

a)    Available evening student parking on campus includes all faculty and staff lettered lots, Remembrance Avenue parking spaces, and Kovats Field, after 1600 hours (4:00 pm) Monday through Friday, and all day Saturday and Sunday. After 1700 hours (5:00 pm) all open parking spaces are available to evening students.

4)    Summer School Students: (With a Valid Parking Decal)

a)    On Campus:

i)    Resident students living in the barracks will park in the closest cadet lot to the particular barracks.

b)    Off Campus

i)    Parking off campus is available at Johnson Hagood Stadium.

c)    Day students will park in all cadet lots not designated otherwise and the "L" Lot (located behind Jenkins Hall, Grimsley Hall, and the Coin Laundry on the north end of the campus).

D.    Special Event Parking:

1)    On Campus:

a)    McAlister Field House parking areas include all faculty and staff parking lots, the General Lot (located behind Jenkins Hall, Thompson Hall, Grimsley Hall, and the Coin Laundry on the north end of the campus), Freshman Field, and Remembrance Avenue spaces available. During basketball games, selected spaces in the immediate area of McAlister Field House are reserved for special categories of Brigadier Foundation members and guests of the College.  Major events may require the use of parking spaces located at Johnson Hagood Stadium, Alumni Center, Cadet Lots (Off Campus), as well as Medical University of South Carolina parking areas.

b)    Mark Clark Hall evening event parking areas include the Faculty and Staff Lot adjacent to Mark Clark Hall ("M" Lot), the spaces on Remembrance Avenue, the General Lot (located behind Jenkins, Thompson, Grimsley Halls, and the Coin Laundry on the north end of the campus), and all other faculty and staff spaces on the north end of the campus, as available.  Parking for daytime events during the workweek is limited to the spaces on Remembrance Avenue and in the General Lot.

c)    Chapel parking on the weekend includes all spaces on Remembrance Avenue, the Faculty and Staff Lots adjacent to Mark Clark Hall ("M" Lot), Jenkins Hall ("L" Lot), and Capers Hall ("A" Lot), and the General Lot (located behind Jenkins Hall, Thompson Hall, Grimsley Hall, and the Coin Laundry on the north end of the campus).

d)    President's Quarters activity parking includes all spaces available on Kovats Field and on the curb of Hammed Avenue.  When the Corps is not in session, The Cadet spaces adjacent to 4th Battalion will also be used.

e)    Coward Hall evening event parking includes the customer, faculty, and staff spaces adjacent to The Citadel Laundry & Dry Cleaning Plant and The Citadel's Cadet Store.  Parking on the east curb of Hammed Avenue between the Mess Hall and Washington Light Infantry Field (WLI) may also be used.

f)    Deas Hall parking is available in the visitor spaces at the east end of the building and in the faculty and staff spaces in the vicinity during weekends and after 1600 hours (4:00 pm) ("I" Lot).  The General Lot (located behind Jenkins, Thompson, Grimsley Halls, and the Coin Laundry on the north end of the campus) is available at all hours.

g)    Academic Auditorium Parking:

i)    At the north end of campus, auditorium parking for Jenkins Hall, Mark Clark Hall, and Grimsley Hall will be in the General Lot (located behind Jenkins Hall, Thompson Hall, Grimsley Hall, and the Coin Laundry on the north end of the campus) and on Remembrance Avenue from 0700 to 1600 hours (7:00 am to 4:00 pm) Monday through Friday, when the College is in session.  On weekends and evenings, parking will also include the faculty and staff spaces in the vicinity ("M", "L", "K" and "I" Lots).

ii)    At the south end of campus, auditorium parking for Duckett Hall and Byrd Hall will be on Remembrance Avenue and at Johnson Hagood Stadium from 0700 to 1600 hours (7:00 am to 4:00 pm) Monday through Friday, when College is in session.  On weekends and evenings, parking will include the Faculty and Staff Lots in the vicinity ("A" Lot spaces behind Capers Hall and on Kovats Field).

h)    Visiting Teams will be parked in the General Lot (located behind Jenkins Hall, Thompson Hall, Grimsley Hall, and the Coin Laundry on the north end of the campus)

2)        Off Campus:

a)    Stadium event parking will include The Citadel controlled lots adjacent to Johnson Hagood Stadium on the east, south, and west sides of the Stadium.  Arrangements to park in the paved lot by the City Gym must be made with the City Department of Recreation.  Arrangements must be made with the Director of Parking for the Medical University of South Carolina for use of the Medical University Lots on Fishburne Street.  Arrangements must be made with the City Department of Parks for parking in 'Brittlebank Park and parking areas on the Lockwood Drive Extension.

b)    Overflow parking for major weekends, football games, and other Stadium events will include the City streets in the area.

3)        Parking at The Citadel Beach House:

a)    The Citadel Beach House honors all current Citadel permits during hours of operation from Tuesday through Sunday, unless reserved for a specific event or group.

b)    Brigadier Foundation members with membership as a Century Club member or higher may also park at The Citadel Beach House on a space-available basis, unless the area is reserved for a specific event or group.

        9.     ASSIGNMENT OF PARKING: (With a Valid Parking Decal)

A.    Students:

1)    The Corps of Cadets:    Members of the First Class (seniors) shall be assigned specific parking spaces on campus. Junior Cadre members will be assigned parking spaces as available on campus.  All other Junior Cadets will be assigned parking at The Altman Lot located adjacent to Johnson Hagood Stadium. Third Class Cadets shall be assigned parking on Sophomore Field located off campus on Fishburne Avenue.  Cadets may not register as owner of another cadet's automobile.  If this should occur, the student who actually owns the automobile illegally registered will be denied on-campus parking for one year.  The illegal registrant will be prohibited from registering a vehicle or parking a vehicle on campus during his/her undergraduate career.  The assignment of spaces to the First and Second Classes will be by position in the Chain of Command and class membership as follows:

a)    Regimental Staff
b)    Battalion Staff

NOTE:  Regimental and Battalion parking spaces will be assigned by the Cadet Provost Marshals, subject to the approval of their respective commanders.  The spaces assigned do not have to be adjacent to other spaces assigned to the same staff members nor even in the same parking area.  The Regimental Commander has final approval authority for the designation of staff parking spaces.

c)    First Class Cadre
d)    All other First Class Cadets (designated as such by academic hours, not years as a cadet)
e)    Second Class Cadre
f)    All other Second Class Cadets (designated as such by academic hours, not years as a cadet)

B.    Day students will be authorized to park in the facullty & staff non-reserved spaces.

C.    Evening students will be authorized to park after 1600 hours (4:00 pm) on Remembrance Avenue and in all Faculty and Staff Lots as well as at Johnson Hagood Stadium; except that student parking in the "B" Lot and in all reserved parking spaces is not allowed until after 1700 hours (5:00 pm) during scheduled work days.

D.    Summer School Students: (With a Valid Parking Decal)

1)    Off-campus Summer School students are authorized to park in he General Lot (located behind Jenkins Hall, Thompson Hall, Grimsley Hall, and the Coin Laundry on the north end of the campus), at Johnson Hagood Stadium, and in all cadet spaces except those in the immediate vicinity of the barracks which house on-campus students, The Citadel Summer Camp, and Athletic Camp staff members.

2)    On-campus Summer School students will be authorized parking in the cadet lot(s) nearest their barracks.

3)    Evening Summer School students will be authorized parking on Remembrance Avenue, in all Faculty and Staff Lots after 1600 hours (4:00 pm), and in the cadet lots other than those designated for on-campus Summer School students, Athletic Camp staff, and The Citadel Summer Camp staffs; except that student parking in all reserved parking spaces is not allowed until after 1700 (5:00 pm) during scheduled work days.  Prior to 1600 hours, Evening Summer School students may park at Johnson Hagood Stadium or in the General Lot (located behind Jenkins Hall, Thompson Hall, Grimsley Hall, and the Coin Laundry on the north end of the campus).

E.    Graduate assistants may purchase a decal for any non-reserved space in faculty & staff lots on The Citadel campus. (See cost in table above.)

F.    Faculty, staff, interagency personnel, and Citadel contractor personnel will be assigned parking in parking lots closest to their place of work.

1)    The Executive Assistant to the President will assign spaces in "B" Lot.

2)    Parking in the faculty-staff-restricted parking lots located in the immediate vicinity of academic buildings will be on a first-come, first-serve basis. If parking in these lots is unabailable employees may check designated overflow lots. If there is no parking in overflow lots parking may be found at the rear of the parking lot adjacent to the Alumni Center at the intersection of Congress Street and Hagood Avenue.

3)    Staff and interagency personnel will be given the next opportunity.

4)    Citadel contractor personnel will be assigned specific spaces in the vicinity of their work areas as space permits.

G.    Campus Residents. Members of The Citadel faculty and staff assigned Citadel owned housing are authorized to park in the designated parking spaces reserved for the quarters.  Members of their household and visitors are authorized to park in these spaces and in other authorized parking spaces not specifically reserved or designated.  All motor vehicles of campus residents must display a residential or specified reserved parking lot permit.

1)    Resident Visitors.  Permits are not required for visitors.  However, it is the host's responsibility to request a temporary permit from Public Safety.

2)    Resident Recreational Trailers.  Boat trailers and boats must be stored at The Citadel Boating Center as space permits. If there is not room for these items at the Boating Center storage facility other arrangements must be made by the owner.

H.    Citadel Domiciled Activities:

1)    Symposium and convocation attendees living on campus will be designated parking by area or space in a lot as convenient to the assigned living quarter as possible.

2)    Sports camp coaches, counselors, and instructors residing in barracks on campus will be authorized parking in the immediate vicinity of their barracks.  Participants staying in the barracks will park in the cadet parking lot located west of The Citadel Boiler Plant.  Day campers and camp visitors will park in the General Lot (located behind Jenkins Hall, Thompson Hall, Grimsley Hall, and the Coin Laundry on the north end of the campus).

I.    Mark Clark Hall Guests will be authorized parking in reserved spaces on Remembrance Avenue in front of Mark Clark Hall.

J.    Visitors:

1)    Official visitors and guests of the College will be given specific parking locations, as determined by the Department of Public Safety.  The sponsoring office or activity must coordinate and request the assigned parking.

2)    Tour busses will be permitted to unload their passengers on campus but must be parked in the lots available at Johnson Hagood Stadium.  If this is not possible, specific arrangements must be made with the Department of Public Safety prior to the arrival of the bus or busses by the sponsoring office or activity. Generally the parking for busses will be along the fence line in the Altman Lot adjacent to Fishburn Street.

3)    All occasional visitors will be allowed parking on Remembrance Avenue or in other visitor spaces on campus.  If visitor spaces are filled, Public Safety Officers may authorize visitors to park in other lots/spaces as available.  If no spaces are available, the visitors will be issued a temporary permit to park at the Alumni Center lot located at the intersection of Hagood and Congress street.

4)    Visitors of housing occupants may park in undesignated spaces servicing residents, in the vicinity of the household being visited.

K.    Handicapped:

1)    Students who require handicapped parking will be assigned designated handicapped spaces in the lot closest to their classes.  If there are not sufficient designated handicapped spaces in the appropriate lot, a space will be designated for the individual.  In the interim, the student will be issued a temporary hanging Citadel handicapped tag and authorized by the Public Safety Officer on duty to park in an equally accessible space.

2)    Faculty, staff, interagency, and contractor personnel who require handicapped parking will be assigned handicapped spaces in the lot closest to their work area.  In the event there are insufficient designated handicapped spaces in the appropriate lot, a space will be designated.  In the  interim, the handicapped individual will be issued a temporary hanging Citadel handicapped tag and authorized by the Public Safety Officer on duty to park in an equally accessible space.

3)    Visitor handicapped spaces are located on Remembrance Avenue and in other visitor lots on campus.  If additional handicapped spaces are needed, Public Safety Officers will authorize additional handicapped parking to the extent that space permits.  During special events on campus, additional handicapped parking will be designated.

L.    Athletic Department courtesy vehicles will park in the "I" Lot in the vicinity of Seignious Hall, Vandiver Hall, a nd McAlister Field House.  Courtesy vehicles must be identified with a placard issued by the Department of Public Safety while parked on campus.

M.    Motorcycle parking is authorized on campus as specified by Public Safety.  Student/visitor motorcycles may not be stored on campus.  A motorcycle left over 30 days will be towed and stored at the owner's risk and expense whether issued a permit or not.  No notification is required prior to such action.

N.    Bicycle parking is authorized on campus in designated bicycle racks.  These racks are located in the barracks, at Deas Hall, and by the vending machines at Mark Clark Hall, behind Capers Hall, and behind the Daniel Library.

10.  PARKING PERMITS:

A.    All students, faculty, staff, interagency personnel, Citadel contractors, and their employees who park or operate a vehicle on The Citadel campus must obtain a parking permit through The Citadel Department of Public Safety.  A fee will be charged for this permit.  The permit may be in the form of a placard, decal(s), or a hanging tag, depending on the category of the registrant.  All permits must be prominently displayed in the manner designated for the specific type of permit.  Failure to properly display the permit may result in a parking citation.  Temporary permits for all categories of personnel authorized to park on The Citadel campus will be issued as necessary to accommodate the needs of The Citadel and the individual.  Normally, a temporary permit will be issued for any reasonable request.

1)    Each member of The Citadel Corps of Cadets registering a vehicle will be issued two decals authorizing the cadet to park in a specific location.  The decals will be placed on the front and rear of the cadet's vehicle as follows:

a. The front decal will be affixed to the windshield, using the adhesive on the back of the decal, above the rearview mirror with the lower edge just above the upper edge of the mirror.

b. The back decal will be affixed to the glass, using the adhesive on the back of the decal, in the upper left hand corner of the window.

Temporary permits will be issued to cadets when their vehicles are not available to them for less than 30 days.  If the vehicle changes, a second set of decals must be purchased at the cost of the decals only.

2)    Day, Evening and Summer School students will be issued a hanging tag authorizing them to park on campus in specified lots or in the parking lot at the Alumni House lot located at the intersection of Hagood Ave. and Congress Street.  Student parking in faculty/staff or visitor lot/spaces during the school day is prohibited.

3)    Faculty, staff, interagency personnel with offices on the campus, graduate assistants, and Citadel permanent contractor personnel (ARA and Service Solutions) will be issued hanging tags authorizing them to park in campus lots nearest to their office.  The registrant may move hanging tags from vehicle to vehicle as required, providing the vehicles involved are registered, leased, or loaned to the individual for his/her use.  A second tag may be purchased for convenience at the cost of one half the original cost of the first tag.

4)    Campus residents must purchase a permit for each vehicle they park in campus parking lots.  A free hanging residential permit will be issued for each vehicle to park in designated residential housing area space.  If a resident has purchased a parking lot permit for a vehicle to park in a lettered or named lot, a residential permit is not required and will not be issued for the vehicle(s).  A free residential parking permit is authorized for each resident with a maximum of two for each residence.  All other vehicles owned by campus residents and parked in residential housing areas must pay a fee of $60.00 for each vehicle.

5)    Construction and other contractor personnel will be issued parking permits for supervisor or company vehicles to park at/in their construction or work site.  These permits will be coordinated through the Director of the Physical Plant or Resident Architect.

6)    Parking permits may be issued for such activities as Athletic camps, academic seminars, and special events. Normally, these permits will be for a specific parking location and for a very limited time.  A fee may be charged as appropriate.

7)    Members of The Citadel Board of Visitors and emirate members of the faculty or staff will be issued permanent parking decals by the President's Office in recognition of their contributions to the College.  These decals will be displayed on the front bumper of the vehicle and will be  replaced free of charge as required.  Personnel issued these decals may park in any lettered parking lot on campus.

8)   Motorcycles must enter the campus only through Lesesne Gate and will be parked immediately in the motorcycle lot by Daniel Library when space is available.  When this area is full Johnson Hagood Stadium is the overflow location.

9)  Bicycles do not require a parking permit unless stored or secured in a campus building, in which case specific written permission by the building coordinator must be on file with the Department of Public Safety.  All bicycles on campus must be registered with the City of Charleston Police Department.  The Citadel Department of Public Safety has registration forms and decals.

10)  MECEP students may purchase a faculty staff decal at the price listed in the table above. They may park in any non reserved space/lot on The Citadel campus.

B.    Parking permits must be obtained immediately upon or prior to entry to the campus unless otherwise scheduled.

C.    All vehicles parked on The Citadel campus must be in full compliance with the qualified under the laws of the State and the City of Charleston, S.C. Vehicles must display a current license plate and a current inspection sticker if required in the state it is registered.  Vehicles must be in good operating order.  If not in operating condition, the vehicle must be registered within 30 days or it may be removed from the campus at the owner's risk and expense.

D.    Permits for student vehicles will be by academic semester, summer session, or academic year (August - May).

E.    Faculty, staff, Citadel permanent contractor, and interagency employee permits will be issued annually or as appropriate.

F.    To obtain a permit (other than a temporary parking permit) for The Citadel campus or other Citadel property, the operator of a vehicle must be a student, a member of the Board of Visitors, a member o the faculty or staff, an emirate member of the faculty or staff, a contractor, an interagency employee/contractor assigned to The Citadel campus, a Citadel contractor or contractor employee, or any person otherwise associated with The Citadel so as to require regular access to the campus.

G.    The registered owner of a vehicle is responsible for all parking and non-moving violations concerning his/her vehicle while located on Citadel property.  The cadet will also be held responsible for all non-moving and parking violations.  The operator of the vehicle is responsible for all moving violations.  Athletic staff members who have been assigned a dealer-provided "courtesy car" will be responsible for all moving and parking violations for their vehicles while provided to them.

H.    Permit removal:

1)    Parking permits will be removed from vehicles upon expiration or when the recipient's status changes.  Removal of the permit is the responsibility of the recipient, who will be held responsible for all citations issued for violations indicated by the presence of the permit.

2)    Removal of decal permits from bumpers and windows may be done without marring the finish of bumpers or scratching windows by simply heating the decal with a blow-type electric hair dryer.  The decal will soften and peel easily from the surface.

11.  DEFINITIONS:

A.    Cadet Owner:  The cadet who owns the vehicle in question, whose family owns the vehicle, or for whose use the vehicle was intended by the
legal owner.

B.    Campus:  Citadel property to include Johnson Hagood Stadium, adjacent Citadel property, and all other property owned or leased or otherwise under the control of The Citadel.

C.    Citadel Contractor:  Contractors who provide The Citadel with a continuous service, i.e., dining services, janitorial services, etc.

D.    Day Student:  Includes all students other than cadets attending daytime classeJO in pursuit of an undergraduate or graduate degree.  Military veteran students, Marine Enlisted Commissioning Enrollment Program students (MECEPs), assistant coaches, and graduate assistants are examples.

E.    Faculty:  All academic deans, department heads, professors, assistant and associate professors, instructors, and assistant instructors.  This term also includes professor ereriti and Citadel salaried, part-time, or adjunct professors, instructors, and teachers other than graduate assistants.

F.    Graduate Assistants:  Students pursuing advanced degrees while teaching, coaching, or interning with a department.  They are normally not full-time employees of The Citadel and are not considered faculty or staff.

G.    Interagency:  State offices or activities which have business on The Citadel campus, i.e., Office of Information Resources (OIR), State Engineer, etc.

H.    Staff:  All full-time, (thirty hours or more per week) Citadel, salaried employees regardless of rank or position.

                   The effective date for implementation of these procedures is 15 October 2002, at which time Parking and Traffic Regulation dated 15 August
1991 is rescinded.  However, administrative matters associated with implementation of these procedures will be initiated upon publication of this memorandum.
