THE CITADEL
The Military College of South Carolina
171 Moultrie Street
Charleston, South Carolina 29409
MEMORANDUM
18 March 2002
NUMBER
2
PETS
1. GENERAL:
Members of the faculty and staff occupying quarters on The Citadel campus
are authorized to keep normal household pets in their quarters subject
to the limitations noted below. Normal household pats include dogs,
cats, hamsters, birds, fish, etc. Farm animals such as goats, sheep,
cattle, horses, pigs, ducks, poultry, etc., are not authorized.
Wild animals such as raccoons, skunks, deer, squirrels, opossums, etc.,
are not authorized (even though domesticated and inoculated). Violators
of this order may be required to remove their pet(s) from the campus.
2. INOCULATION AND CONTROL OF PETS:
A. Citadel personnel residing
on campus that keep pets (cats and dogs) will have them inoculated
against rabies once a year.
B: Dogs and cats must be
provided with secure collars or harnesses on which the ownership
is indicated and on which the inoculation tag is worn at all times.
C. No person living in
Citadel quarters owning or having possession, charge, custody, or
control of any animal will allow the animal to stray or to
run at large on Citadel property. The animal will normally
be kept exclusively on the quarters premises. However, such
animal may be off such premises if
it is under the control of a competent person and restrained
by a chain or leash, or other means of adequate physical
control. Voice control is not
adequate.
D. The City of Charleston
or County Animal Control Services will be called upon by the Director
of Public Safety, as required, to remove stray animals from the campus. All complaints concerning animals
will be presented to the Director of Public Safety or his representative.
E. Pets will not be "walked"
on the parade ground, in campus dependent play areas, or on athletic
practice and drill fields at any time.
3. RESPONSIBILITY OF OWNERS:
A. Owners will be held
responsible for any damage or injury caused by their pets.
B. The proximity or living
quarters on campus and the number of pets owned by occupants require
that considerable care be taken to minimize conflicts and irritations by such pets. Owners are expected to ensure
their pets do not become nuisances, sources of annoyance, or a danger
to others.
C. Pet owners leaving campus
temporarily must ensure that proper support and control are provided
for pets during their absence.
D. All animal droppings
must be picked up from the yards of Citadel quarters. Owners
will ensure their pets do not relieve themselves in common
areas or yards of other Citadel residents. Violators
of this section may be required to remove the offending pet from
the campus.
E. Owners will ensure their
pets do not disturb the tranquility of the campus. Barking
dogs, yowling cats, etc., may be removed from campus if the owner is unable to control the offending pet's noise irritation.
F. Owners will ensure pets
are not permitted on The Citadel parade ground, athletic practice
fields, drill areas, or campus dependent play areas at anytime. Animal droppings on sidewalks, streets, parking
lots, and similar "common" areas must be collected and disposed
of by the owner of the pet.
4. RECESSION:
Memorandum No. 33, dated 7 April 2000, is rescinded.
