THE BYLAWS OF THE CITADEL CHAPTER OF THE
HONOR SOCIETY OF PHI KAPPA PHI
ARTICLE I
Name and Objectives
Section 1 The name
of this society is The Citadel Chapter of The Honor Society of Phi Kappa Phi,
herein referred to as this Chapter.
Section 2 The
primary objectives of this Chapter are to promote the pursuit of excellence in
all fields of higher education and to recognize outstanding achievement by
students, faculty, and others through election to membership, and through
various awards for distinguished achievement.
Section 3 This
Chapter operates as Chapter 212 of The Honor Society of Phi Kappa Phi, a
nonprofit corporation, incorporated in the State of
ARTICLE II
Membership
Section 1 Membership
in this Chapter is open to scholars of sound character from all academic
disciplines.
Section 2 The
following membership categories apply to chapter membership:
2.1 Active Members.
2.11 Active Members--Affiliated. They have been elected
and initiated by this Chapter or another chapter of The Honor
Society of Phi Kappa Phi and have paid their chapter and national
dues
for the current year.
2.12 Active-for-Life Members. They have been elected and
initiated by this Chapter or another chapter of The Honor
Society
of Phi Kappa Phi, have paid the required Active-for-
Life
Membership fee, or have been accorded this status by
action of the National Board and paid the chapter dues for
the current year unless they are accorded Active Members--
Emeriti status. The
Chapter may establish a one time fee
which may be paid by such individuals in lieu of yearly
dues.
2.13 Active Members--Emeriti. They have been elected and
initiated, have retired from professional duties, and have
been recommended for this status by this Chapter and
approved by the Executive Director. Upon payment of a one-
time fee, paid either by this Chapter or the individual,
these
members are granted Active-for-Life membership. Chapter
dues are voluntary.
2.2 Inactive Members.
2.21 They have not paid national and chapter dues
for the
current year.
2.22 Such members shall be returned to active
status when
the national and chapter dues are paid for the current year.
Section 3 Persons
elected and initiated into membership remain members for life even though they
do not maintain active membership.
Section 4 Eligibility
for election to membership by this Chapter shall be confined to the
following: (The Chapter may invoke even
stricter standards for membership.)
4.1 Undergraduate students of sound character in
any department of The Citadel if they
4.11 Have been registered at The Citadel for at
least one year,
are enrolled in the second semester of their junior year in
a
course of study leading to a baccalaureate degree and rank
scholastically in the upper 7.5 percent of their class.
4.12 Have been registered at The Citadel for at
least one year,
are in their senior year, are enrolled in a course of study leading
to a baccalaureate degree, and rank scholastically in the upper eight
percent of their class.
4.13 The combined number of juniors and seniors
elected to
membership by this Chapter shall not exceed 10% of those who
will be candidates for graduation in that year.
4.2 Graduate students of sound character who are
candidates for any advanced degree at The Citadel, have made an outstanding
record in graduate study, may be elected to membership
if the following minimum criteria are met.
4.21 Graduate Students who have attained a 4.0 cumulative grade point
average at The Citadel, and also meet the following criteria:
a)
are candidates in good standing for an advanced degree
at The Citadel,
b)
have been enrolled for at least one session during the
previous calendar year, and
c) have
completed either 30 hours or 80% of their degree requirements (whichever comes first).
4.22 Those students meeting the criteria given above will be presented
to the membership for purposes of election.
A simple majority of yes votes of the membership responding will
constitute election to membership.
4.3 Members of the institution faculty, including the administration, research, and extension staff,
whose scholastic and/or
outstanding achievement have rendered them worthy of membership.
4.31 These individuals should posses a collegiate
degree.
4.32 A committee should be appointed by the
President to
secure nominations preferably with vitae and justifying statements.
4.33 The committee should evaluate the nominations
on the
basis of teaching excellence, academic excellence as
evidenced
by research and by professional activities, and service to
The
Citadel
and make its recommendations to the membership for
election.
4.34 The election of faculty should be limited to
no more than
three (3) individuals during an academic year.
4.4 Graduates of The
Citadel. These should be persons whose
achievements since graduation have been outstanding and where scholastic
records while in college were high with an increasing emphasis on the former as
the period since graduation becomes longer.
4.4.1 Alumni may be initiated into the Chapter in
absentia.
4.4.2 A maximum of two alumni members per year shall be
elected.
4.5 The Chapter may award a Distinguished Service
Award, the purpose of which is to recognize a Citadel alumnus, employee, or
benefactor who has contributed greatly to the success of the academic programs
of the college. Not more than one
Distinguished Service Award may be awarded annually, and the award does not
confer membership in the Chapter. The
election procedure in section 5.1 of these bylaws shall govern the selection of
Distinguished Service Award recipients.
Section 5 Election of Members.
5.1a Election to membership of undergraduate, graduate
and alumni shall occur at a meeting of the Chapter at which seven or more
members are present. An affirmative
vote of two-thirds of the Active Members--Affiliated who are present at the
meeting shall be necessary.
5.2 Election to membership of faculty members shall
be by ballot mailed electronically to all Active Members--Affiliated. An affirmative vote of one-half of those who
respond shall be necessary. If more
than three candidates are nominated, each voting member will have no more
than three votes.
Section 6 Membership
Privileges.
6.1 Active members receive the regular
publications of the Society and this Chapter and are eligible to vote in
chapter matters.
ARTICLE III
Governance
Section 1 Chapter
Governance
1.1 The elective officers shall include a
President, a President-Elect, a Vice President, a Secretary-Treasurer, an
Assistant Secretary-Treasurer, and a Public Relations Officer. These officers shall be Active
Members--Affiliated. Officers will be
faculty members, except for the Vice President and assistant
Secretary-Treasurer who shall be students.
1.2 The terms of the faculty officers shall be
two years. Those of the student officers
will be one year. The
Secretary-Treasurer and Public Relations Officer may serve up to five
consecutive terms. The other officers
may not serve consecutive terms.
1.3 The election of officers shall be in the
spring semester after the initiation ceremony.
1.4 The duties of the Chapter officers shall be
as prescribed by the National Bylaws of the Honor Society of Phi Kappa Phi.
1.5 The duties of the President, Vice President,
and Secretary-Treasurer shall be such as usually pertains to those offices.
1.6 The Assistant Secretary-Treasurer shall
assist the Secretary-Treasurer.
1.7 It shall be the duty of the Public Relations
officer to engage in such public information activities as the Chapter may
desire.
1.8 The Chapter officers shall constitute an
executive committee to manage the Chapter's activities.
1.9 The President-Elect will serve as President
after completion of the term of the President.
1.10 Should the President-Elect be unable to serve
as the President, the Secretary-Treasurer shall become the Chapter
President. If he is unable to serve,
then the Public Relations Officer shall become the President.
ARTICLE IV
Fees and Dues
Section 1 Chapter
Fees and Dues
1.1 The Chapter shall determine its own
initiation fees and chapter dues. It
shall be responsible for remitting the national initiation fees to the
Executive Director of The Honor Society of Phi Kappa Phi.
1.2 Chapter dues for years subsequent to the
initiation year shall be collected by the Executive Director.
1.3 The Chapter may establish scholarships and/or
prize funds.
1.4 The Chapter may establish an Active for Life
chapter fee, in place of yearly dues for those members who become Active for
Life Members by paying the national fee.
ARTICLE V
Rules of Procedure
Section 1 Robert's
Rules of Order, as most recently revised, shall govern the proceeding of the
meetings of the Chapter when not in conflict with these Bylaws.
ARTICLE VI
Amendments and Revisions of Bylaws
Section 1 Amendments
and revisions may be initiated by an Active Member--Affiliated.
Section 2 If
endorsed by five other members at a regularly called business meeting, such
amendments and revisions will then be voted by a ballot distributed to all
Active Members--Affiliated. A two-thirds affirmative
vote is required for adoption.
