SHINE, JOSEPH D.

Citadel Class of 1971. He was the second black graduate of The Citadel. Charles Foster preceded him. He later graduated from Harvard Law School. In 2000 he was General Counsel for the South Carolina State Budget and Control Board. He died in 2003.
