Format: Round Robin with each team playing at least 2 matches. If the tournament director and member teams want to play challenge matches against teams they did not play, and time permits, they will be played at the conclusion of the assigned format matches.
Matches will be two 25 minute halves.
Ties stand with no overtime.
The tournament champions will be determined by the following points allocation:
Win - 2 points
Tie - 1 point
Loss - no points

If, at the end of round robin play two or more teams are equal in ranking points then the order shall be decided as follows:

1. The point differential between for and against, then if still tied,
2. The team scoring the most points, then if still tied,
3. The team scoring the most tries, then if still tied or if accurate tally of tries is not available:

• The team scoring the most conversions, then if still tied or if accurate tally of conversion is not available:
• The team scoring the most drop goals, then if still tied or if accurate tally of conversions is not available:
• The team having the most penalty conversions, then if still tied or if accurate tally of conversions is not available:
• The toss of a coin.

These can be superseded by a match between the tied teams if the Tournament Director and teams choose to play a match.

The Tournament Director has the final say in all matters.

Red card players are ejected from the match and tournament unless the referee chooses to waive the penalty. Head referee will determine sin bin times for the tournament. Protests will be directed to the Tournament Committee.
