Student-on-student Sexual Assault is Sexual Harassment.
Colleges will be Liable when:

Harassment is so severe, pervasive, and objectively offensive that it deprives the victim of access to educational opportunities.

The college had control over the context within which the harassment arose.

The college had control over the harasser.

The college had "actual knowledge" of an did not appropriately respond to the complaint(s) of harassment.

"Deliberate indifference" must be proven.
